Liverpool Competition player suspensions for 2007 season

NOTE:

The suspensions listed below apply to organisations affiliated to the Lancashire Cricket Board, neighbouring county boards and the England and Wales Cricket Board, unless otherwise stated.


A Disciplinary Panel consisting of Dr Kenneth Jones (Chair), Walter Armstrong and Mike Dixon was convened at Liverpool Cricket Club on Thursday 4th October 2007 at the request of the Liverpool and District Cricket Competition Management Committee to discuss incidents arising out of the 1st XI fixture: Huyton CC v New Brighton CC played at Huyton Lane on the 8th September 2007.

Following that game, an Umpires Disciplinary Report was submitted outlining incidents contrary to the L&DCC behaviour code and involving David Hutton and Mark Wilkie of Huyton CC and also Lawrence Wilson of New Brighton CC. 

Huyton CC had taken immediate action against both David Hutton and Mark Wilkie however no action had been taken against Lawrence Wilson by New Brighton CC within the prescribed time limit which had resulted in the League Management Committee imposing provisional disciplinary action against Lawrence Wilson pending the outcome of a Disciplinary Hearing to discuss the matter.

The Disciplinary Panel finds that:-

DM Hutton (Huyton)

The 1 week ban is to be increased to 2 weeks.  (As 1 week has already been served, David Hutton will miss the first week of the 2008 season).

MJ Wilkie (Huyton)

The 1 week ban is to be increased to 3 weeks.  (As 1 week has already been served, Mark Wilkie will miss the first two weeks of the 2008 season).

Huyton CC

No action will be taken against Huyton CC. Even though the punishment given to David Hutton and Mark Wilkie was insufficient, Huyton CC had taken some prompt action.

LI Wilson (New Brighton)

A ban of 5 weeks is appropriate under the circumstances.  (As 1 week has already been served, Lawrence Wilson will miss the first four weeks of the 2008 season).

New Brighton CC

New Brighton CC is fined 100.00, having taken no action within the prescribed timetable as laid out in the L&DCC handbook and are warned as to their actions in future dealings in matters relating to discipline.


Thursday 13th September 2007

Following receipt of the Umpires Report from the New Brighton v Huyton 1st XI game played on Saturday 8th September 2007, the following player has been suspended for a minimum of one week from midnight Friday 14th September to Friday 21st September for verbal abuse of an opposing player.

LI Wilson (New Brighton)

As no appropriate action was taken by the club within the required timescale and in view of both the nature of the abuse and that the basic facts are not denied, there is no right of appeal to this minimum suspension.

This minimum suspension will be reviewed once action by the club, as a result of their internal investigation, has been announced.
 


Thursday 13th September 2007

Following receipt of the Umpires' Report from the Huyton v New Brighton match played on Saturday 8th September 2007, the following players has been suspended by Huyton CC for one week from midnight Friday 14th September to Friday 21st September for abuse of cricket equipment.

Sunday 2nd September 2007

Following receipt of the Umpires' Report from the Wavertree 2nd XI v St Helens 2nd XI match played on Monday 27th August 2007, the following player has been suspended for two weeks from midnight Friday 7th September to Friday 21st September for two instances of abuse to an Umpire. served

E Supria (St Helens)

No action was taken by the St Helens club and in view of the nature of the abuse in this instance, there is no right of appeal.
 


Wednesday 15th August 2007

The following player has been suspended by Prestatyn CC for 14 days from midnight Friday 17th August until midnight Friday 31st August, for abuse of equipment and for behaving in a manner which brings the game into disrepute during the match between Prestatyn v Sefton Park played on Saturday 11th August 2007. served

Tuesday 3rd July 2007

Colin Maxwell, captain of Southport Trinity 1st XI, has been suspended for 2 weeks from midnight Friday 6th July until midnight Friday 20th July for two incidents involving abuse of clothing and failing in his responsibilities as a captain during the match Southport Trinity v Rainhill on Saturday 16th June 2007. served

In addition, the Southport Trinity team receives an Accumulated Bad Behaviour report.


Wednesday 20th June 2007

Following an incident of 'equipment abuse' in the BA KO match, Sefton Park v New Brighton on Sunday 17th June, the following player has been suspended by New Brighton CC for one week from midnight Friday 22nd June until midnight Friday 29th June 2007. served

Sunday 27th May 2007

Following an incident of 'equipment abuse' in the match v Ainsdale on Saturday 26th May, St Helens CC has suspended the following player for one match, at Orrell Red Triangle on Monday 28th May 2007. served

DE Moore

The decision has been accepted by the L&DCC Disciplinary Committee.

An Accumulated Bad Behaviour report has been added to the one match suspension imposed by St Helens CC.

The player now has two such infringements - a third will result in an automatic hearing.
 


Monday 21st May 2007

Following the Disciplinary Hearing on Wednesday 16th May, the following decisions have been ratified and upheld. An Appeal was incorrectly received within the 5 day period (cheque not received) and under the Disciplinary Rules, the decision of the Disciplinary Hearing Panel stands as detailed below.

CD Horabin

a) for using foul and abusive language on leaving the field and with regard to his position as Captain - 1 week suspension from midnight Friday 25th May to midnight Friday 1st June 2007. served

b) for failure to control the behaviour of his players having been asked to do so by the Umpire on two occasions - 2 weeks suspension from midnight Friday 1st June to midnight Friday 15th June 2007, ie a total of 3 weeks suspension. served

D Tyms

Using insulting and offensive behaviour on 2 occasions during and after the match - 2 weeks suspension from midnight Friday 25th May to midnight Friday 8th June 2007. served
 


Monday 14th May 2007

Following receipt of the Umpire's Report of an incident which took place during the match between Huyton and Southport and Birkdale on Saturday 12th May 2007, the following player has been suspended for the period stated:

JS Hine (Southport and Birkdale)

has been suspended for one week, commencing midnight on Friday 18th May 2007 to midnight Friday 25th May 2007, for abuse of cricket equipment within the curtilage of the club premises. served


Sunday 13th May 2007

Further to the disciplinary notice published on Wednesday last, Craig Horabin and Darren Tyms have appealed against the penalties imposed. As a result, a Disciplinary Hearing has been convened and will take place at Northern CC on Wednesday 16th May at 7:00 pm.

The Disciplinary Panel will comprise: Walter Armstrong (chairman), Anthony Coyne (Northern) and Ray Rigby (Maghull).


Wednesday 9th May 2007

Following receipt of the Umpire's Report on incidents which took place during the match between St Helens and Highfield on Saturday 5th May 2007, the following St Helens players have been suspended for the periods stated:

for verbal abuse of an umpire and failing in his responsibilities as Captain and under The Spirit of Cricket, the following player has been suspended for three weeks commencing midnight on Friday 11th May 2007 to midnight Friday 1st June 2007.

CD Horabin

for verbal abuse of an umpire against the Spirit of the Game, the following player has been suspended for two weeks commencing midnight on Friday 11th May 2007 to midnight Friday 25th May 2007.

D Tyms

for an Accumulated Bad Behaviour Report being received in the same match.

Saturday 5th May 2007

Following abuse of an umpire during the match between Maghull and Huyton on 28th April 2007, the following player has been suspended for one week commencing midnight on Friday 11th May 2007 to midnight Friday 18th May 2007. served

Tuesday 26th September 2006

Following abuse of an umpire during the match between Northern and Colwyn Bay on 16th September 2006, the following player has been suspended for three weeks commencing midnight on the Friday immediately prior to the first Premier League fixture of 2007.

This suspension includes includes one week for the offence plus two weeks for the suspended sentence which was placed in force until the end of the 2006 season in September 2005. served

A further two weeks suspended sentence has now been placed in force until the end of the 2007 season. served

J Kelliher (Northern)


Thursday 3rd August 2006

Following an incident in the fixture v Bootle on 15th July 2006, the following player has been suspended for one week commencing at midnight on Friday 4th August 2006 until midnight Friday 11th August 2006, served with a further one week suspended sentence until the end of the 2007 season for accumulated bad behaviour. served The suspension relates only to competitive matches under the jurisdiction of the L&DCC.

PJ Cooper (Northern)

The Northern Club has been fined 25.00 for its inability to deal with the Umpires' Report within a reasonable timescale.

In addition, the Northern Club has reminded all 1st XI players of their responsibilities to umpires, their opponents, their captain and team mates and the game of cricket in general, by adhering to the principles laid down in the 'Spirit of Cricket' guidelines.

All players have been provided with a copy of these principles which will be displayed in the clubhouse.
