Liverpool Competition player suspensions for 2015 season

The suspensions listed below apply to organisations affiliated to the Lancashire Cricket Board, neighbouring county boards and the England and Wales Cricket Board, unless otherwise stated.

Disciplinary Report Agreed Action 15 2015 - Scott Lees (Southport and Birkdale)
Wednesday 16th September 2015

A Disciplinary Report has been received from the ECB Premier League match Southport and Birkdale v Formby on Saturday 29th August.

The player, Scott Lees was reported for verbally dissenting at an umpiring decision.

Southport and Birkdale CC did not support the recommendation of the Disciplinary Committee for disciplinary action, which therefore resulted in a Disciplinary Hearing held at Liverpool CC on Tuesday 15th September.

The Disciplinary Panel imposed a TWO WEEKS ban for the offence in addition to the suspended ban of ONE WEEK from an offence committed in 2014

The THREE WEEKS ban will commence at midnight on Friday 18th September 2015 (two weeks will be carried forward the the start of the 2016 season).

A further TWO WEEKS ban suspended until the end of the 2016 season was imposed.

The Panel was also asked to determine the appropriate penalty for reported dangerous bowling in the ECB Premier League match Southport and Birkdale v Highfield on Saturday 12th September.

The panel imposed a further ONE WEEK ban suspended to the end of the 2016 season, ie a total of THREE WEEKS suspended until the end of the 2016 season.

The club has decided not to appeal the decisions.


Disciplinary Report Agreed Action 14 2015 - Daniel Kelly (Sefton Park)
Thursday 27th August 2015

A Disciplinary Report has been received from the First Division match Sefton Park v Rainford  on Saturday 22nd August.

Sefton Park CC has banned the player Daniel Kelly for ONE WEEK commencing from midnight on Friday 28th August to midnight on Friday 4th September for verbal dissent with a further ONE WEEK suspended until the end of the 2016 season.


Disciplinary Report Agreed Action 13 2015 Ben Maddocks (Skelmersdale)
Thursday 13th August 2015

A Disciplinary Report has been received from the 1st XI Second Division match Skelmersdale v Burscough on Saturday 8th August.

Skelmersdale CC has banned Ben Maddocks for TWO WEEKS from midnight on Friday 14th August to midnight on Friday 28th August  for dissent after being adjudged out stumped. 

A further ban oF TWO WEEKS suspended until the end of the 2016 season has also been imposed. 


Disciplinary Report Agreed Action 12 2015 David Conlan (Alder)
Thursday 13th August 2015

A Disciplinary Report has been received from the 1st XI Second Division match Burscough v Alder on Saturday 1st August.

Alder CC has banned the player David Conlan for THREE WEEKS for foul and abusive language against Burscough's female spectators.

The player was already subject to a suspended ONE WEEK ban which came into force immediately, ie from midnight on Friday 7th August and the THREE WEEK ban continues from midnight on Friday 14th August until midnight Friday September 4th.

In addition, the player was also given a FOUR WEEK ban suspended until the end of the 2016 season. 


Disciplinary Report Agreed Action 11 2015 James Seward (Rainford)
Tuesday 28th July 2015

A Disciplinary Report has been received from the 1st XI First Division match Rainford v Maghull on Saturday 11th July.

Rainford CC has banned the player James Seward for ONE WEEK from midnight Friday 31st July to midnight Friday 7th August with a further ONE WEEK suspended for 12 months for verbal dissent.


Disciplinary Report Agreed Action 10 2015 Craig Woods (St Helens Town)
Thursday 23rd July 2015

A Disciplinary Report has been received from the 1st XI First Division match St Helens Town v Rainford on Saturday 18th July.

St Helens Town CC has banned the player Craig Woods for ONE WEEK commencing at midnight on Friday 24th July to midnight on Friday 31st July with a further ONE WEEK ban suspended for 12 months for abuse of equipment.


Disciplinary Report Agreed Action 09 2015 Luke Procter (New Brighton) and Daniel Beaver (Wallasey)
Monday 13th July 2015

A Disciplinary Report has been received from the 1st XI ECB Premier League match New Brighton v Wallasey on Saturday 27th June.

During the second innings of the match with Wallasey batting, their captain Daniel Beaver and the New Brighton fielder Luke Procter exchanged 'verbal abuse using obscene language' and the umpires had to intervene.

The Disciplinary Committee recommended a TWO WEEK ban for both players with a further TWO WEEKS suspended for 12 months in accordance with the minimum tariff for offence No 2 Abusive Behaviour (see below).

Both clubs considered this to be excessive punishment and asked for a hearing before a Disciplinary Panel.  The hearing was held at Liverpool CC this evening.

The panel considered the submissions from both clubs' representatives who all accepted that the abusive language used was as reported.  The panel upheld the recommendations of the Disciplinary Committee.

Daniel Beaver has already served ONE WEEK's ban imposed by Wallasey CC and is therefore banned for ONE WEEK from midnight on Friday 17th July until midnight on Friday 24th July with a further TWO WEEKS suspended for 12 months.

Luke Procter is banned for TWO WEEKS from midnight on Friday 17th July to midnight on Friday 31st July with a further TWO WEEKS suspended for 12 months.

In accordance with the Disciplinary Regulations the clubs may appeal the decision of the Hearing Panel.


Disciplinary Report Agreed Action 08 2015 - Andrew Baybutt (Ormskirk)
Friday 10th July 2015

A disciplinary report has been received from a 1st XI ECB Premier League match.

Following the match Northern v Ormskirk on Saturday June 27th, Ormskirk CC has banned Andrew Baybutt for ONE WEEK from midnight on Friday July 10th to midnight on Friday July 17th with a further TWO WEEKS suspended for twelve months.

Offence: verbal dissent after being out caught by the wicket keeper.


Disciplinary Report Agreed Action 07 2015 - Neil Cross (Wallasey)
Thursday 9th July 2015

A disciplinary report has been received from a 1st XI ECB Premier League match.

Following the match Rainhill v Wallasey on Saturday July 4th, Wallasey CC has banned Neil Cross for TWO WEEKS from midnight on Friday July 10th to midnight on Friday July 24th with a further TWO WEEKS suspended for twelve months.

Offence: verbal dissent using unacceptable language to an umpire and opposition players.


Disciplinary Report Agreed Action 06 2015 - David Conlan (Alder)
Sunday 5th July 2015

A disciplinary report has been received from a 1st XI Liverpool Echo Knockout Trophy match.

Following the match Sefton Park v Alder on Friday July 3rd, Alder CC has banned David Conlan for ONE WEEK from midnight on Friday July 10th to midnight on Friday July 17th with a further ONE WEEK suspended until the end of the 2015 season.

Offence: abuse of cricket equipment (hitting stumps with bat after being given out stumped).


Disciplinary Report Agreed Action 05 2015 - Scott Aitchison (Alder)
Friday 3rd July 2015

A disciplinary report has been received from a 1st XI Second Division match and a ban have been issued.

Following the match Alder v Birkenhead St Mary's on Saturday June 27th, Alder CC has banned Scott Aitchison for ONE WEEK from midnight on Friday July 3rd to midnight on Friday July 10th with a further ONE WEEK suspended for twelve months.

Offence: verbal dissent after being given run out.

The Disciplinary Committee has also imposed a L1DO for his behaviour after the match.


Disciplinary Report Agreed Action 04 2015 - Martin Storey (Spring View)
Friday 3rd July 2015

A disciplinary report has been received from a 1st XI Second Divison match and a ban have been issued.

Following the match Sutton v Spring View on Saturday June 27th, Spring View CC has banned Martin Storey for TWO WEEKS from midnight on Friday July 3rd to midnight on Friday July 17th with a further TWO WEEKS suspended for twelve months.

Offence: abusive behaviour towards opposition players.


Disciplinary Report Agreed Action 03 2015 - James Cole (Northern)
Thursday 18th June 2015

An Umpires' report has been received from a recent 1st XI ECB Premier League match and  a ban have been issued.

In the match Northern v Rainhill on Saturday June 6th, the Northern captain James Cole was reported for verbal abuse of an opponent and inappropriate encouragement of his bowler.

After some discussion between the Disciplinary Committee and the club, the club agreed to ban the player for ONE week commencing at midnight on Friday June 19th.

The Disciplinary Committee also imposed a ONE week ban suspended for 12 months.


Disciplinary Report Agreed Action 02 2015 - Andrew Horsfield (Newton le Willows)
Thursday 18th June 2015

An Umpires' report has been received from a recent 1st XI First Division match and a ban have been issued.

In the match Maghull v Newton le Willows on Saturday June 6th, the Newton le Willows player Andrew Horsfield was reported for repeated verbal abuse and dissent warranting a minimum TWO week ban.

Horsfield was already subject to a TWO week ban suspended to the end of the 2015 season for an offence committed in August last year thus creating a potential minimum FOUR week ban.

Changes to the L&DCC Disciplinary Regulations, approved at the 2015 AGM and based on those recommended by ECB, include a requirement for an automatic hearing for a ban of FOUR or more weeks. 

A hearing was therefore held on Monday June 15th and the panel imposed a FOUR week ban (one week already served) commencing at midnight on Friday June 19th.  In addition the panel imposed a further FOUR week ban suspended for twelve months from the date of the offence.


Disciplinary Report Agreed Action 01 2015 - Craig Prince (Bootle)
Friday 12th June 2015

A Disciplinary Report has been received from the 1st XI ECB Premier League match Northern v Bootle at Moor Park on Saturday May 23rd.

The player, Bootle's captain, Craig Prince, was reported for 'verbally dissenting several umpiring decisions'.

After the match, the player apologised to the umpires but his apology was not accepted. The report states otherwise, ie that the apology was accepted.

Bootle CC suspended the player for one week from midnight Friday May 29th, resulting in him missing the match against Bootle v Highfield on the following day.

Bootle CC did not support the Disciplinary Committee's  recommended disciplinary action of a two week suspension with a further four weeks suspended until the end of the 2016 season.

On Tuesday last, the Disciplinary Panel deemed this action to be excessive and reduced the penalties to a one week suspension, which had already served. with a further two weeks suspended for twelve months.

This decision has been accepted by Bootle CC.
